Commercial Learner's Permit (CLP) — Requirements and Checklist
A Commercial Learner's Permit (CLP) is the required first step before getting a CDL. Federal rules require a minimum 14-day holding period before the CDL skills test. States set additional requirements.

CLP rules and state fees change. Confirm with your state DMV before scheduling tests.

What is a CLP
A Commercial Learner's Permit is a federally mandated permit that allows a CDL applicant to practice operating commercial motor vehicles under the supervision of a CDL holder. The CLP is issued by the state after the applicant passes the required knowledge tests. Holding a CLP is a prerequisite for taking the CDL skills test.
Federal holding period requirement
Federal regulations require a minimum 14-day holding period between CLP issuance and the CDL skills test. This means you cannot take the skills test until at least 14 days after your CLP is issued. States may set longer holding periods. Check with your state CDL agency for their specific timeframe.
What CLP holders can do
A CLP holder may operate a CMV on public roads only when accompanied by a CDL holder who: holds the appropriate class and endorsements for the vehicle, is seated in the passenger seat (or another seat with visibility), and is available to take immediate control. CLP holders may not operate a commercial vehicle independently.
Knowledge tests required for a CLP
To obtain a CLP, applicants must typically pass the general knowledge test and any endorsement knowledge tests relevant to the vehicles they plan to operate (e.g., hazmat, passenger, school bus). Air brakes knowledge test is required if you want to operate vehicles with air brakes. Exact requirements vary by state — confirm with your state CDL agency.
CLP validity and renewal
CLPs are generally valid for 180 days and may often be renewed once. If a CLP expires before the CDL skills test is taken, knowledge tests may need to be retaken. Plan your testing timeline with this in mind.
What a CLP does not authorize
A CLP holder cannot operate a CMV alone under any circumstances on public roads. The accompanying CDL holder must be physically present and able to take control — they cannot monitor remotely or by phone. A CLP also does not allow the holder to operate a hazmat vehicle requiring placards, unless the CDL holder accompanying them holds the H endorsement. The CLP is a training document, not an interim license.
CLP and ELDT — how they interact
For applicants required to complete ELDT, the behind-the-wheel portion on public roads must be done with a CLP in hand. Theory instruction can occur before or after the CLP is issued. Most applicants find it practical to get the CLP first, then complete BTW training — but the exact sequencing is flexible as long as no public road driving happens before the CLP is issued. Confirm with your training provider how they structure the timeline.
Frequently Asked Questions
Can I drive solo with a CLP?
No. A CLP holder must be accompanied by a CDL holder with the appropriate class and endorsements at all times when operating a CMV on public roads. There are no exceptions for short distances or familiar routes.
Do I need a CLP before ELDT training?
The behind-the-wheel portion of ELDT requires a CLP to operate on public roads. Theory instruction can occur before the CLP is issued. Most applicants get the CLP first, then complete BTW training. Check the ELDT section for details on sequencing.
How long is a CLP valid, and what happens if it expires before I take the skills test?
CLPs are typically valid for 180 days from the date of issuance and may be renewed once in most states. If a CLP expires before the skills test is taken, the driver may need to retake the knowledge tests to obtain a new CLP. Plan your training schedule with this window in mind — a CLP that expires mid-training delays the entire process.
Can I use a CLP issued in one state to practice driving in another state?
CLPs are recognized for on-road training in other states the same way CDLs are — the federal standards are consistent. However, the CDL skills test itself must be taken in the state that issued the CLP or your state of domicile. Confirm with your state CDL agency before planning to test in a different state.
